SPRINGFIELD – In the new year, Illinois will have a more reliable and transparent funding source for the Department of Natural Resources’ Office of Water Resources and the critical work it does across the state thanks to State Senator Laura Ellman.

“This is about making sure our water dollars are doing what people expect them to do: protect our rivers, lakes and communities,” said Ellman (D-Naperville). “Clean water is a shared value, and this gives us the tools and funding to actually back that up.”

Ellman’s law will strengthen how Illinois funds clean water and flood protection efforts by ensuring dollars collected for water-related permits are used specifically for water planning, flood management, drought response, and the protection of rivers, lakes and drinking water rather than being diverted for other uses.

By establishing a dedicated funding stream, Ellman’s law strengthens Illinois’ long-term investments in water infrastructure and environmental protection.

“This is another step toward building the future we want to see for Illinois one where we take care of our waterways and fund the things that truly matter,” Ellman added. “Protecting our water is about public health, safety and leaving the state better than we found it.”

Senate Bill 2309 takes effect Jan. 1, 2026.
